John E. Powers II, principal attorney for Washington University School of Medicine in St. Louis, associate vice chancellor, and deputy general counsel, has been named vice chancellor and general counsel for the institution, as announced by Chancellor Andrew D. Martin. His new role will commence on Nov. 4.

Powers will take over from Monica J. Allen, who is set to retire from the university in November after nearly 20 years of dedication.

In his new capacity as vice chancellor and general counsel, John is poised to deliver the robust leadership and strategic perspective necessary to propel our initiatives and support our faculty, staff, and students. I am delighted to see him step into this position and confident he will serve the university with excellence in the years to come.”

A graduate of Centre College with a bachelor’s degree in economics, Powers attained his law degree from Saint Louis University School of Law. Prior to joining WashU in 2011, he was a partner at Husch Blackwell, where he crafted successful legal strategies for a diverse array of clients, including hospitals, physician groups, and various health-care organizations. He also held a position as an associate at Polsinelli.

During his time as chief counsel at WashU Medicine, Powers offered essential legal guidance and leadership throughout the COVID-19 pandemic, ensuring compliance with regulations while protecting institutional interests. Additionally, he was instrumental in negotiating the renewal of affiliation agreements between WashU and BJC Healthcare.

Powers is affiliated with several professional legal associations, including the American Health Lawyers Association, the National Association of College and University Attorneys, and the St. Louis Area Health Lawyers Association.
